Withhold Release Order on Garments, Textiles, and Apparel Manufactured by Firemount Group Ltd. in Mauritius

Effective November 18, 2025, U.S. Customs and Border Protection issued a Withhold Release Order (WRO) against garments, apparel, and textiles manufactured in Mauritius by Firemount Group Ltd., based on information indicating the use of forced labor. Shipments of these goods will be immediately detained upon entry into the United States.

This WRO is the fourth issued in 2025 under 19 U.S.C. §1307, the law prohibiting goods produced with forced labor from entering the United States. CBP’s investigation found that workers at Firemount are subject to multiple International Labour Organization indicators of forced labor, including abuse of vulnerability, debt bondage, deception, intimidation, and threats. The evidence demonstrates, by reasonable suspicion, that these workers are engaged in forced labor. CBP's trade data further indicates that these goods are being, or are likely to be imported into the United States.

Importers of detained shipments may request to destroy, export the merchandise, or provide evidence that the goods were not produced with forced labor. 

With this WRO issuance, CBP currently oversees 54 active WROs and nine Findings under 19 U.S.C. §1307.
