Effective immediately, U.S. Customs and Border Protection issued a Withhold Release Order (WRO) against automobile tires manufactured in Serbia by Linglong International Europe D.O.O. Zrenjanin.
Shipments of these tires will be immediately detained upon entry into the United States.
This WRO is the fifth issued in 2025 under U.S.C. §1307, the law prohibiting goods produced with forced labor from entering the United States. CBP’s investigation found that workers at Linglong are subject to nine International Labour Organization indicators of forced labor, including retention of identity documents, intimidation and threats, isolation, excessive overtime, withholding of wages, debt bondage, abusive living and working conditions, deception, and abuse of vulnerability. The evidence demonstrates, by reasonable suspicion, that these workers are engaged in forced labor. CBP's trade data further indicates that these goods are being, or are likely to be imported into the United States.
Importers of detained shipments may request to destroy, export the merchandise, or provide evidence that the goods were not produced with forced labor.
With this action, CBP now enforces 55 WROs and 9 Findings related to forced labor enforcement.
