Effective as of 12:01 a.m. EST on February 7, 2026, the additional 25% IEEPA Russian Oil Tariff applicable to India has been terminated. This tariff was originally imposed pursuant to Executive Order 14329. President Trump advised that India has taken significant steps and committed to stopping the direct or indirect importation of Russian Federation oil, purchasing U.S. energy products, and establishing a framework with the United States to expand defense cooperation over the next ten years. As a result, HTS headings 9903.01.84 through 9903.01.89 are hereby terminated.
Additionally, a U.S.–India joint statement announced that the reciprocal tariff rate on India will be reduced to 18%; however, no effective date has been implemented at this time. The statement also outlines several prospective tariff and trade measures, including the establishment of a U.S. tariff-rate quota for Indian auto parts to avoid the application of Section 232 tariffs. The United States may also eventually exempt generic pharmaceuticals, gems, and diamonds from reciprocal tariffs and reduce tariffs on a range of goods identified in the PTAAP list.
The joint statement further provides that the United States will remove Section 232 tariffs on certain aircraft and aircraft parts and will afford India preferential treatment should Section 232 tariffs on pharmaceuticals be imposed in the future. The United States and India will also establish rules of origin to ensure that the benefits of the agreement accrue predominantly to both countries.
In return, India has committed to eliminating or reducing tariffs on all U.S. industrial goods and a wide range of U.S. food and agricultural products, including dried distillers’ grains, red sorghum for animal feed, tree nuts, fresh and processed fruit, soybean oil, wine and spirits, and additional products. India will also address non-tariff barriers affecting U.S. medical devices, food and agricultural products, and information and communication technology goods, and will consider allowing U.S. exports to enter under U.S.-developed or international standards in certain sectors.
