Updates on Aluminum and Steel Tariffs

President Trump's proclamation, effective June 4 at 12:01 a.m. EST, increased aluminum and steel tariffs from 25% to 50% for all countries except the United Kingdom, which will remain at 25%, with possible changes or quotas starting July 9, 2025, depending on the status of the U.S.-UK Economic Prosperity Deal.

In addition to the tariff increase, it has been clarified that the 50% ad valorem duties will now apply only to the steel and aluminum content of articles classified under Chapters 73 and 76. Previously, Section 232 duties applied to the entire value of such articles. This same structure remains in place for derivatives outside of Chapters 73 and 76.

For any imports containing mixed compositions, importers must provide a detailed breakout including:

  • The value of the steel/aluminum component, as the Section 232 duty will be applied towards this value alone

  • The total entered value of the article less the value of the steel/aluminum component

  • Weight of the steel/aluminum component in kilograms

  • For steel items, the country of melt and pour

  • For aluminum articles, primary country of smelt, secondary country of smelt, and country of cast on imports of all aluminum articles

Also effective June 4, non-steel and non-aluminum components declared on split lines will be subject to reciprocal tariffs, while the steel and aluminum components subject to Section 232 duties will remain exempt from reciprocal tariffs.

CBP initially released HTS lists for aluminum and steel tariffs last week that erroneously included several new HTS codes. Updated lists were issued on June 9, correcting the error. 

The following HTS codes, which were added in error, have now been deleted:

Aluminum: 8418.10.00, 8418.30.00, 8418.40.00, 8422.11.00, 8450.11.00, 8450.20.00, 8451.21.00, 8451.29.00, 8516.60.40

Steel: 8418.10.00, 8418.30.00, 8418.40.00, 8422.11.00, 8450.11.00, 8450.20.00, 8451.21.00, 8451.29.00, 8516.60.40, 9403.99.9020
