Late on July 7, President Trump issued an executive order extending the 90-day pause on the implementation of modified reciprocal rates under IEEPA. The pause, originally set to expire on July 9, 2025, has now been extended to August 1, 2025.
The extension allows time for the President to consider recommendations from senior officials and review additional information, including the status of discussions with trading partners.
The 90-day pause on the suspension of reciprocal rates for China and Hong Kong remains in effect and is unchanged by this executive order, with that pause set to expire on August 12, 2025.
During the extended pause period, the 10% ad valorem rate of duty will remain in effect for all countries except China and Hong Kong, which remain subject to their own 90-day pause timeline.
