CBP Update on Tariff Rates for Products of China, Hong Kong, and Macau under IEEPA Fentanyl and Reciprocal Tariffs

Executive Orders and a CBP CSMS message were issued this week, confirming the details outlined in the earlier Fact Sheet regarding the China–U.S. trade deal, as noted in our previously published bulletin: https://www.metrocb.com/news/china-and-u-s-trade-relations-deal

The Executive Orders and CBP guidance reaffirm that the IEEPA Fentanyl rate, currently set at 20%, will be reduced to 10%, effective November 10, 2025, at 12:01 a.m. EST. In addition, the IEEPA reciprocal rate, which has been suspended at the lower 10%, will remain at this reduced rate until November 10, 2026.

These changes apply to covered products originating from China, Hong Kong, and Macau. No in-transit exemptions have been provided.
