CBP Modifies Withhold Release Order for Malaysian Palm Oil Producer

CBP has announced a modification to the Withhold Release Order (WRO) originally issued on September 30, 2020, against palm oil and palm oil products produced in Malaysia by FGV Holdings Berhad, including its subsidiaries and joint ventures.

Effective January 15, 2026, CBP will no longer detain palm oil and palm oil products produced by FGV at U.S. ports of entry. These products will be permitted to enter the United States, provided they are otherwise compliant with all applicable U.S. laws and regulations.

According to CBP, FGV has implemented the corrective actions required to address forced labor concerns and now meets U.S. standards. CBP emphasized that it does not modify WROs or Findings unless it has sufficient evidence demonstrating that the producer no longer uses forced labor in the production, manufacture, or mining of the subject goods.

This action represents CBP’s first WRO modification in fiscal year 2026. Since 2019, CBP has issued and modified a total of eight WROs and Findings involving Malaysia’s palm oil and glove manufacturing sectors.
