African Growth and Opportunity Act Expiration

The African Growth and Opportunity Act (AGOA) officially expired on September 30, 2025, after the U.S. Congress did not approve an extension before the deadline. The program, which granted duty-free access to the U.S. market for eligible sub-Saharan African countries, has now lapsed. Unlike GSP (Generalized System of Preferences), AGOA cannot currently be flagged within an entry, while a potential reinstatement is pending. 

The 2015 reauthorization of AGOA provided a ten-year extension that concluded at the end of September 2025.  A White House official has stated that the Trump administration supports a one-year renewal of the program; however, no formal action or official confirmation has been issued. Efforts to advance legislation have been further complicated by the U.S. government shutdown, delaying congressional consideration of an extension.

Although U.S. CBP has not issued a formal notice regarding AGOA’s expiration, it has updated its online resources to reflect the program’s expiration on its website.
