(2026-05-22) Mandatory CPSC eFiling Enforcement Less Than Two Months Away!

The CPSC will begin mandatory enforcement of its eFiling initiative on July 8, 2026. Under this initiative, importers of products requiring a Certificate of Compliance must electronically submit certificate data through a Partner Government Agency (PGA) message set through U.S. CBP's ACE. The filing process is supported by the CPSC Product Registry, which stores and manages certificate data. Effective July 8, 2026, entries that do not comply with the mandatory eFiling requirements may be subject to delays, holds, or enforcement action by CPSC and CBP.

For consumer products imported into a Foreign Trade Zone, mandatory eFiling requirements will become effective on January 8, 2027.

Importers of consumer products regulated by the CPSC must electronically file Certificate of Compliance data at the time of customs entry, including Children’s Product Certificates (CPCs) and General Certificates of Conformity (GCCs). Importers will be required to electronically register products in the CPSC Product Registry, upload the required certificate and product data elements, and provide their customs broker with the three required Certificate Identifiers for PGA transmission in ACE at the time of entry. 

On January 27, 2026, CPSC published a list of approximately 600 HTS codes that will be flagged in ACE for potential CPSC reporting requirements. These HTS codes represent products that CPSC believes are likely subject to mandatory consumer product safety standards or are otherwise considered high-risk products. However, CPSC emphasized that this list is not exhaustive. Importers remain responsible for electronically filing required CPSC certificate data whenever a product requires a CPC or GCC, regardless of whether the HTS code appears on the flagged list.

The eFiling initiative does not create new consumer product safety requirements. Rather, it establishes a mandatory electronic process for submitting existing product certification information to CPSC and CBP. CPSC continues to provide guidance and resources to help importers determine applicable testing, certification, and compliance obligations for imported consumer products.

Early preparation is strongly encouraged, as implementing the internal processes necessary for successful eFiling may require additional coordination and planning. Importers should begin reviewing imported products for CPSC applicability, identifying products requiring a CPC or GCC, registering and building their CPSC Product Registry, and coordinating with suppliers and testing laboratories to obtain the necessary testing and certification documentation.
