The Consumer Product Safety Commission (CPSC) has released a list of approximately 600 HTS codes that will be flagged for CPSC Certificate electronic filing (eFiling). These HTS codes represent products that CPSC believes are likely subject to a mandatory CPSC standard or are otherwise considered high risk.
CPSC emphasized that this list does not include all HTS codes that may require an electronic certificate. Importers remain responsible for electronically filing a CPSC certificate whenever a product requires one, regardless of whether the declared HTS code appears on the flagged list. The list is intended to assist the trade community in understanding when CPSC and CBP may coordinate to flag specific HTS codes, or when a voluntary disclaimer message may be filed, which may benefit an importer’s risk score in CPSC’s system.
CPSC Certificate eFiling takes effect on July 8, 2026.
