On February 11, 2026, the U.S. Food and Drug Administration announced updates to its Cosmetics Direct electronic submission portal, user guide, and other informational materials. These updates are intended to assist cosmetic product facilities with the biennial registration and renewal requirements established under the Modernization of Cosmetics Regulation Act of 2022 (MoCRA).
MoCRA requires manufacturers and processors of cosmetic products to register their cosmetic product facilities with FDA and renew those registrations every two years. The current updates coincide with the two-year anniversary of the launch of the Cosmetics Direct portal in December 2023, when cosmetic product facilities first began registering electronically with FDA. At present, more than 14,000 cosmetic product facilities are registered.
The updates to Cosmetics Direct include new features that display facility registration status and renewal dates, automated renewal reminder notifications sent to registered facilities, and updated facility registration and renewal instructions, including revised user guides and tutorials. These enhancements are intended to improve transparency and support timely compliance with MoCRA requirements.
Cosmetics Direct now supports electronic facility registration renewals through either a biennial renewal submission, which applies when there are changes to registration information, or an abbreviated renewal submission, which may be used when no changes have occurred since the most recent registration. Paper-based facility registration renewal submission options remain available.
Under section 607(a)(2) of the Federal Food, Drug, and Cosmetic Act, every person required to register a cosmetic product facility must renew that registration every two years. The renewal period and timeframe for cosmetic product facility registrations may differ from those applicable to other FDA-regulated products for which a facility may also be required to register.
